The study is assessing the role of ecological fiscal transfers (EFT) in the policy mix for biodiversity conservation in Germany: What are synergies, conflicts or sequencing interactions of EFT with existing instruments? Ecological fiscal transfers (EFT) are a suitable instrument to deal with spillover benefits of biodiversity conservation in relation to governmental levels. Schemes in place target exclusively local governments; so, no EFT addresses the relations between state and federal governments. Thus, the rationale supporting a federal-state EFT in Brazil and the options for its implementation are discussed.

The main purpose of this research is to appraise the role of the Ecological
ICMS, an instrument for biodiversity conservation in Mato Grosso. Our research suggests that the ICMS-E can have positive results for conservation effectiveness, but its improvement for these purposes requires local commitment to environmental governance and procedures to ensure equitable distribution of the rewards.
